In the field of contemporary language teaching and testing, people advocate a comprehensive, multifaceted, and hierarchical “do” description of language ability. In this regard, the European Common Language Proficiency Scale (CEFR) is exemplary. This paper takes CEFR as an example to discuss the principles and solutions of “ability to do” describing the level of language proficiency (including Chinese proficiency), and discusses how to deal with the relation between scientific and practical Questions about “scans” a description of a gauge and constructing a skeleton that the “do” description describes.
