劳动部综合计划与工资司司长王东岩最近提出企业工资制度改革新目标。即:建立“市场机制决定工资水平,企业自主分配,政府监督调控”的新型企业工资体制。 其基本思路是:生产要素市场特别是劳动力市场基本形成,劳动力供求关系决定劳动力价格,工资水平由市场机制决定,企业自主制订或修订本单位工资制度,自主制定本单位的工资标准,自主调整本单位各类岗位、职工工资关系;国家主要通过工资法、税收及制定和发布工资增长指导线等手段,对企业工资进行监督调控。
