程延园在《劳动经济与劳动关系》2008年第1期撰文认为,《劳动合同法》有助于缓解劳资矛盾,建立和健全规范有序、合法合理、和谐稳定的劳动关系。(一)完善劳动合同,规范用工制度。《劳动合同法》在规范用工制度上,实现了突破和创新,其制度安排主要体现在劳动合同制度覆盖到事业单位聘用制人员,对劳务派遣制度进行规范以及对非全日制用工进行调整。
