2010年1月中共中央国务院召开了第五次西藏工作座谈会,同时也确定了除西藏之外的四省藏区到2020年,城乡居民收入接近或超过本省平均水平,基本公共服务能力接近全国平均水平,生态系统步入良性循环,基础设施比较完善,特色优势产业形成规模,经济社会协调发展,确保实现全面建设小康社会目标。经济要发展、社会要进步、交通须先行。为此,本文从四省藏区经济社会发展的特征与优势;综合交通运输的现状分析;建设综合交通运输的必要性和实现可能性方面多视角地进行了论证。

At the same time, it also determined that in four provinces except Tibet, Tibetan areas will have incomes close to or above the provincial average by 2020, and their basic public service capabilities will be close to the entire country On average, the ecosystem has entered a virtuous circle, the infrastructure is relatively perfect, the scale of advantageous industries forms a scale, the coordinated development of economy and society ensures the goal of building an overall well-to-do society. Economic development, social progress, traffic must be preceded. Therefore, this article demonstrates the characteristics and advantages of economic and social development in Tibetan areas in the four provinces, the current status of integrated transportation, the necessity of building integrated transportation and the possibility of realization.
