On March 13, 2003, the Netherlands Philips announced a restructuring plan to lay off 1,600 people in the heavily-damaged semiconductor sector in an effort to turn its semiconductor unit into profit before the fourth quarter of this year. Philips is Europe’s largest maker of consumer electronics but its semiconductor unit suffered a massive loss of 537 million euros in 2002. The company said in a statement that it will close its wafer fabrication facility in San Antonio, San Francisco. Earlier, the company closed the wafer fabrication facility in Albuquerque, New Mexico. The closure of both plants will cut production capacity in Philips Semiconductors by 20%. In addition, Philips also cut its semiconductor research and development spending by 200 million euros to 960 million euros to focus on developing core technologies and businesses. Scott McGregor, president of the company’s semiconductor division, said implementing the rejuvenation program is necessary to break free from the worst recession in the semiconductor industry in 10 years. He believes there is no sign that there is a trend of improvement in the semiconductor industry. The reorganization plan will save the company about 200 million euros a year and will allow the semiconductor sector to turn around in the fourth quarter of 2003.
