随着公路工程项目由以往上级主管部门下达计划到招投标制的转变,目前公路施工企业已进入半市场化,离真正意义上的市场化,还有一定距离。从发展的眼光分析,民营经济、私有制的逐步渗透,公路工程建设市场竞争的日益激烈和公路职工身份置换等等一系列因素,对公路施工企业的要求和挑战是复杂和艰巨的。公路施工企业必须遵循市场化运营,但现阶段公路建设企业自身条件与市场化要求还有一定距离。目前大多数地区的公路施工企业的半市场化运作有几个方面的共同特点。
