Textile market is going through another cold winter
During the New Year’s Day， the cotton market in the Yellow River was still deserted with few transactions. The main market was struggling to survive and adopting various ways for winter. By the end of 04 Jan， the cotton seed price was still 2.85 - 2.95 yuan/kg in Cangzhou city Hebei province， the same as yesterday. The cotton growers have strong willing to sell their products， but the ginning factory was cautious to purchase. Mr. Li， manager of a 400 type ginning factory， introduced that there are less than 5 factories were purchased as they took a passive attitude towards their work and picked up what they want to purchase. Then Mr. Li said that their factory has adopted “three wires” cleaning machine and hired 3-4 people to pick up the “three wires” in order to ensure the quality， at last， they made great efforts on quality with the “three wires” cleaning machine. Although the quality improved， the cost also followed up. The cost for “three wires” contained of labor and energy charge， the total number is 250 yuan/ton.
The textile and garment industry still maintains a weak recovery state in 2016
This year， the textile and garment industry keeps a weak recovery state and the online shopping market has been heating up. The terminal consumption and export appeared no obvious signs of getting warm again after a cold spell， affected by the economic depression at home and abroad and the rising cost of the labor， however， the earning power and inventory recovered slowly after two years of adjustment. The online shopping market continues to enlarge and the increasing pace maintains 20% - 30% in the coming five years. The scale of the online shopping market will reach 3 trillion in 2020. Children’s clothes maintained a rapid growth thanks to the two-child policy. “2012 - 2015 Children’s Wear Industrial Report” released by the National Bureau of Statistics， showed that the annual growth rate of the Children’s clothes is about 25% to 30%. The cross-border importing Ebusiness will have a concentrated outbreak in 2017 with upgrading competitive situation， unclear patterns and more opportunities to enter into the melee mode.

Russia’s most advanced textile finishing processing factory was established in Rostov region， aiming at producing textile dyestuff to supply domestic market. The Russian National Industrial Development Fund provided 100 million roubles for setting up new center with 30% of the total budget， working together with textile experts from Italy， Croatia， Germany， Denmark， Switzerland， Israel， Greece and South Africa. They will cultivate the Russia’s labor to hand over works during the adjustment period. They will use dyeing， after finishing processing， printing and coating tech- nologies， and brands like Then-Fongs， Monforts， Andritz/Kuesters and Zimmer. Viktor Evtukhov， deputy director of Ministry of Industry and Trade， expressed that the shortage of the good quality of the textile articles is the problem of many manufacturer and many of them purchased them from Germany， Switzerland and China. The abnormal devaluation of roubles has greatly increased the production cost of the textile products. Unfortunately， the Russia’s biggest dyeing manufacturing process has been disappearing. Sergey Bazoev， chief director of BTK added that considering the current exchange rate， the autonomous production of dye will make us manage the value chain effectively and provide high quality products for home and abroad.

During the 12th Five-Year Program period， the textile industry has made great achievements in advocating the green development pattern. The 13th Five-Year Program has already come and the textile industry has drawn the clear outline of the green manufacturing. At the conference of the green manufacturing and corporate environment and social responsibility management， Sun Ruizhi， vice president of China National Textile and Apparel Council， concluded that textile industry， the national pillar industry with more than 1 trillion dollars of industry scale， so we should construct the civilized textile production in an important position， which is one of the five key works to practice “Made in China 2025”. “Green Development”and “Market Orientation”， “Innovation Driven” and “Structure Optimization” was listed as one of the four cardinal principles in drafting the “Development Plan of the 13th Five-Year Program in Textile Industry”. “Strengthening the Construction of the Ecological Civilization” was listed as one of the six key tasks during the 13th Five-Year Program period. Moreover，“Low Carbon energy saving project”，“Green environmental protection project”，“fiber loop engineering” will be regarded as the important project to carry forward during the 13th Five-Year Program period. In the future， the work for the construction of ecological civilization will focus on strengthening the capability construction and tools construction， promoting the construction of ecological civilization in practice.
