随着我国“三金”工程的全面起动,我国的信息基础设施建设正步入一个新的阶段。毫无疑问,国家信息高速公路的建设将促进和推动国民经济的迅猛腾飞,然而,在一片赞美声中,我们确实应该保持冷静的头脑,认真思考本国国情,充分认识到所面临的难题。就美国而言,建设这种被大肆宣扬的全国信息基础设施工程也存在着许多问题,比如资金、技术、相应的法规等等。 作为发展中国家的中国,跟踪高新技术,积极推进“国家信息基础设施”计划无疑是刻不容缓的,但也不能脱离国情,盲目攀比。目前,我国信息基础设施严重落后,到1994年电话普及率仅2.5％,即使一些发达的城市也仅达20％左右(而美国电话普及率为93％),
