温州在全市区域层面选择通过课堂变革促进质量提升,是一种基于学校教育教学本质内涵提升的选择。课题试图厘清区域推进课堂变革行动主体、内容、策略、成果的关系,通过突破、创新区域课改机制,激发学校、教师课堂变革内驱力;实践层面,采用“三级联动,系统推进”的思路,解决了大区域推进课堂变革中“不想变”、“不会变”、“不能持续变”即“动力激发、能力提升、毅力培育”等典型问题,提炼了行政倒逼、项目驱动、典型奖励,科研引领、学科跟进、联盟教研,标准内化、常规优化、项目深化等九大实践策略;创新了区域课堂变革的管理保障机制、专业指导机制、反馈调控机制,形成了“外引内驱”推进区域课堂变革的行动路径与温州样本。
