本文分析了国有企业经营者年薪制实施过程中存在的问题,以经济学中的委托代理理论分析了国有企业经营者年薪制问题产生的原因,并提出了完善国有企业经营者年薪制的对策和建议:健全国有企业委托代理机制以完善其法人治理结构;建立风险抵押和风险基金制度;实现国有企业经营者年薪结构和支付形式的多样化。
This paper analyzes the problems existing in the implementation of the annual salary system for state-owned enterprise managers, analyzes the reasons for the annual salary system problems of state-owned enterprises managers based on the principal-agent theory in economics, and puts forward the countermeasures to improve the annual salary system for state- Suggestions: To improve the entrusted agency system of state-owned enterprises so as to improve the corporate governance structure; to establish a system of risk-based mortgages and risk funds; and to diversify the annual salary structure and payment forms for the state-owned enterprise operators.
