一、加强研究生党建工作，提高人才素质，对科教兴国具有重大的战略意义面对二十一世纪国际竞争态势，党和国家以科教作为立国之本、兴国之策，优先发展高等教育，尤其是研究生教育，并且把党建工作和政治素质的提高放在研究生培养的突出位置，无疑是具有深远战略意义的举措。
I. Strengthening the Work of Party Building among Graduate Students, Improving the Quality of Talents and Having a Significant Strategic Significance for the Prosperity of China Through Science and Education In the face of the international competition in the 21st century, the party and the state have taken science and education as the foundation for their country development and for their rejuvenation and give priority to the development of higher education. In particular, Graduate education, and to improve the work of party building and political quality in the prominent position of graduate education is undoubtedly a far-reaching strategic initiatives.
