近年来,黑龙江小水电发展很快。但也存在一些问题。主要是属于水库直接管理的电站,往往发电的利润和折旧费不能重点用于‘以电养电’;属于集体所有制的乡村电站,又常常是‘钱拿走,人进来’只想获利,而忽视对电站的维修更新,人员素质也难以保证。这两种倾向都不利于小水电的发展。我认为,要解决这一弊端,最根本的办法就是实行‘所有权和经营权分离’。不论那种形式的所有权,都应把经营权和生产权直接交给企业,切实保护企业的合法权宜,使其真正做到自主经营,自负盈亏,搞活企业,增加效益。

Regardless of the form of ownership, the management right and the production right should be handed over directly to the enterprise, and the legitimate rights and interests of the enterprise should be effectively protected so that it can truly run its business autonomously, take full responsibility for its profits and losses, invigorate enterprises and increase profits.
