完善军队非现役文职人员薪酬制度应合理确定非现役文职人员收入结构及各组成部分之间的比例关系,包括岗位工资、薪级工资、绩效工资、津贴、补贴、住房公积金、社会保险等内容。要参照2006年国家事业单位工作人员工资改革方案,合理确定非现役文职人员的薪酬标准。同时,还要完善军地工资收入调查统计制度、科学的绩效考核体系、部门协调机制等配套措施。
Improve the remuneration system of civilian non-active civilian service should be reasonable to determine the current non-active civilian income structure and the proportion between the various components, including job wages, payroll pay, performance pay, allowances, subsidies, housing provident fund, social insurance and so on. Reference should be made to the program of salary reform of staff and workers in state institutions in 2006, so as to reasonably determine the salary standards for non-active civilian personnel. At the same time, it is necessary to improve supporting systems for surveys and surveys on wages and salaries in the military, scientific performance appraisal systems, and departmental coordination mechanisms.
