本刊2006年第1期曾以《是政府“强占”了他们的土地?》一文报道了陆川县马坡镇六蒙村民小组村民黄士恩一家与陆川县工商局马坡镇工商所、陆川县市场服务中心土地纠纷一事。黄士恩指控马坡镇工商所、陆川县市场服务中心长期强占他家位于马坡镇镇北路21号的1． 16亩土地。2005年6月,黄士恩、黄开灼 (黄士恩之父)一纸诉讼将陆川县工商局、陆川县市场服务中心告上法庭,要求他们停止对此土地使用权的侵占。而陆川县市场服务中心主张其已取得该地的所有权。并提供了陆国用(2005)字第 03420号国有土地使用证。
