近10年民航系统的安全水平提高的趋势放缓,安全事故数量和伤亡人数长期无法有效降低。尽管民航运输仍然是众多交通运输方式中最安全的方式之一,但现有的民航安全水平仍然令世界各国及民众感到不满。国际民航组织(ICAO)针对这种情况提出建议和要求,要求各国民航引入安全管理系统(SMS),以改善当前的安全状况。本文针对民航引入SMS的背景和主要原因进行分析,从而进一步明确SMS的作用和其需要解决的问题。
In recent 10 years, the safety of civil aviation systems has been slowed down. The number of accidents and the number of casualties have not been effectively reduced for a long time. Although civil aviation is still one of the safest ways of transporting many modes of transportation, the current level of civil aviation safety still displeasures the countries in the world and the general public. International Civil Aviation Organization (ICAO) made recommendations and requests in response to this situation, requiring civil aviation in all countries to introduce a safety management system (SMS) to improve the current security situation. In this paper, the background and main reasons for the introduction of SMS into civil aviation are analyzed, so as to further clarify the role of SMS and the problems to be solved.
