Joe is rich in water management experience. As early as the Sixth Year of Yuanfeng in the Song Dynasty (1083), Qiao Siren at the time started building seawalls and reclaiming land along the banks of the Qiantang River. In the seventies and eighties of the last century, people carried their shoulders and reclaimed their land to fill the river with fields, cultivating 7,700 mu of fertile land beside the Qiantang River. As urbanization progressed, Qiaosi, located in the outskirts of the suburbs, became the place of choice for industrial transfer and non-native population gathering in the main city of Hangzhou. As a result, the fragile environmental capacity was severely tested and the clear waterways of the past became dare to approach Black smelly river. At the beginning of the Year of Horse, the provincial party committee sounded the horn of “Wu Shui Gong Zhi” and Qiaosi Street responded positively and took immediate action. I served as commander in chief of the Total River and the streets and the Five Wate Communities and started the pollution control operation together with the cadres at He Changhe streets and villages.
