公共政策具有政治性与规范性特征,是现代国家治理的重要工具。然而,实践中诸多“红头文件”有脱缰之势,冲击着政策的合法性、科学性与公平性。政策终结是对合法性、科学性与公平性欠缺的政策采取自觉消除的行为。但现实中这种纠正政策偏差、改善政策绩效的政策终结案例并不多见。原因之一则是作为政策终结确定依据的政策评估在标准选择上的含糊不清。考虑政策评估需从具体情境转移到社会系统整体,以代表性与回应性,公民权利与平等保护,经济、效率和效果标准透视政策终结评估标准,同时兼顾价值理性与工具理性双重要求,增强政策终结的开启动力。
Public policy has political and normative features and is an important tool for modern state governance. However, many “red tapes” in practice are unjust and impact the legitimacy, scientificity and fairness of the policy.
