阐述了传统意义上公路安全的概念,分析了目前高速公路总体设计中对安全设计认识的片面性、局限性及滞后性。提出了结构安全、环境安全和交通安全更为广义、系统的安全设计理念,认为应该贯穿于从规划到施工图设计的整个设计周期。提出结构安全是综合地形、地质、水文、气候、荷载等因素的系统工程,认为环境安全是包括人文环境、生态环境、景观的安全问题,提出交通安全是人车路与环境协同作用的结果。论述了基于安全理念的总体设计程序与方法。这种设计理念的提出对于系统地降低工程费用、保障交通和环境安全具有重要作用,有利于高速公路的可持续发展。
The concept of road safety in the traditional sense of the word is expounded. The one-sidedness, limitations and lag of understanding of safety design in the current overall design of the expressway are analyzed. Put forward the concept of structural safety, environmental safety and traffic safety more generalized and systematic safety design, and think that it should run through the whole design cycle from planning to construction drawing design. It is proposed that structural safety is a systematic project that integrates topography, geology, hydrology, climate, load and other factors. It is considered that environmental safety is a safety issue that includes human environment, ecological environment and landscape. It is proposed that traffic safety is the result of synergy between man and vehicle. Discusses the overall design process and method based on safety concept.
