整合社会保险经办资源,实行多险种由一个机构统一经办,是建设服务型政府,合理配置公共资源的必然要求,也是推进城乡一体化社会保障管理服务体系建设的无二选择。同时,这无疑也是健全完善经办管理服务体制机制的重要契机,各级社会保障部门应抓住这一历史性机遇,深化改革适时推进创新经办管理服务模式(以下简称经办模式),进而加快建立更加便民快捷的社会保障服务体系的步伐。有资料显示,近两年全国推进经办资源整合的力度增大,部分地区省、市、县三级都已完成了整合。
