文化产业的繁荣与发展,体现了一个国家的软实力发展和国际影响程度,世界主要国家已经普遍地将积极大力发展国家的文化产业作为提高该国国际影响力和竞争力的重要手段之一。在这种形势下,中国也逐渐将大力推动文化产业的开放发展提升到国家的战略层面。提高文化开放水平是增强我国文化软实力、在综合国力竞争中赢得主动的迫切需要。本文结合上海自贸区的制度创新内涵,从投资制度管理创新、贸易监管制度创新、金融制度创新和政府事中事后监管制度创新四个方面探讨对我国文化产业开放政策的影响,分析自贸区成立以来文化产业“引进来”、“走出去”以及文化贸易的现状,并对我国文化企业应对自贸区制度创新提出具体的对策建议。
The prosperity and development of cultural industries embody the soft power development and international influence of a country. The major countries in the world have generally regarded making active and vigorous efforts to develop the country’s cultural industry as one of the important means to enhance the country’s international clout and competitiveness. Under such circumstances, China has gradually promoted the opening up of the cultural industry to the strategic level of the country. To increase the level of opening up of culture is an urgent need to enhance our cultural soft power and win the initiative in the overall national strength competition. Based on the connotation of institutional innovation in Shanghai Free Trade Zone, this paper discusses the impact on China’s cultural industry open policy from four aspects: investment system management innovation, trade supervisory system innovation, financial system innovation and post-event regulatory system innovation in government affairs, Since the founding of the cultural industry, “bringing in”, “going out” and the status quo of cultural trade, and put forward specific countermeasures and suggestions for the cultural innovation of our country’s FTAs.
