为了促进保险业又好又快地发展,必须进一步强化人才资源是第一资源和核心资源的观念,切实加强人才队伍建设。目前,中国保险业在人力资源方面仍然面临人才数量相对不足、人员素质总体偏低、人员结构亟待优化、人才流动亟待规范等比较突出的矛盾和问题,在很大程度上制约了保险业的持续快速健康发展,必须采取措施努力加以解决。加强保险教育是解决保险业人才问题的根本出路。应大力普及保险知识,改进学校教育和学历教育,促进继续教育和职业培训健康发展,建立和规范保险专业资格认证体系,建立和完善多元化、多层次的保险教育培训体系,切实发挥监管机构、大专院校、保险社团和保险公司在教育培训方面的主渠道作用。
