Water is the basic requirement to maintain biological life and health and is the source of life. According to the relevant information, freshwater resources in the world account for only 2.5% of the total global water volume. The freshwater resources that human beings can really use account for only 0.26% of the total earth’s water consumption. More than 70% of these were frozen in the Antarctic and Arctic ice caps, plus alpine glaciers and permafrost, making it difficult to utilize 86% of freshwater resources. China’s freshwater resources account for 6% of the global water resources, second only to Brazil, Russia and Canada, ranking No. 4 in the world. However, China’s per capita water resources amount to only 1/4 of the world average, making it one of the poorest countries in the world in per capita water resources. The shortage of water resources is an issue that China can not sidestep in its development.
