传统反腐败模式一直致力于探寻如何把公权系统及执行者的行为约束在资源运行的越轨线以内以实现廉政的目的。它基于这样一个前提假设:腐败的根源是缘于公权系统缺乏有效权力监督而导致的越轨行为。实质上公权系统的越轨行为只是腐败的直接源头,腐败的根本源头在于社会土壤,即:民间社会各领域的资源越轨。因此,廉政建设需要社会的整体系统治理:不单是对公权系统执行者的规范和治理,还需要同时治理社会相对人的越轨行为,在全社会范围内全面纠正和控制社会越轨行为。整体治理模式下的廉政建设需要着力构建治理资源越轨的社会协调机制、整合机制和社会信任机制。
The traditional model of anti-corruption has been devoted to exploring ways to constrain the behavior of public-power systems and implementers within the orbit of resource operations to achieve a clean government. It is based on the assumption that the root causes of corruption are deviant behavior due to the lack of effective power oversight by the public-power system. In essence, the dereliction of public authority system is only the direct source of corruption. The root cause of corruption lies in the soil of society, that is, the resource deviations in all fields of civil society. Therefore, the building of a clean government needs the overall social governance of the society: not only the regulation and control of the executors of the public rights system, but also the simultaneous handling of the deviations of the relative people in the society and the correction and control of social evils across the society. The building of a clean government under the overall governance model needs to focus on building a social coordination mechanism, an integration mechanism and a social trust mechanism to control the deviant resources.
