近年来全国大量各类保障房(经济适用房、公共租赁房等)的推出,使整个建筑业面临一种新的形势。在这种大环境下,如何加强对国有资金的使用监督、提高财政资金的使用效率,工程全过程造价控制就显得尤为重要。特别是近年来一些超过投资预算的工程项目,大多是由于管理不善、不规范,没有做到全过程、全面监控投资所致。建设工程全过程成本控制贯穿了整个建设过程,形成统一、连续、系统的成本管理思路,有利于工程项目造价管理的统一协调。
In recent years, a large number of various types of affordable housing (affordable housing, public rental housing, etc.) have been introduced in the country, bringing the entire construction industry to a new situation. In such a large environment, how to strengthen the supervision over the use of state-owned funds and improve the efficiency of the use of fiscal funds are particularly important in the whole project cost control. In particular, some projects that exceed the investment budget in recent years are mostly caused by poor management and non-standardization, failing to achieve the entire process and comprehensively monitoring the investment. The whole process of construction project cost control throughout the entire construction process, the formation of a unified, continuous and systematic cost management ideas, is conducive to the unity and coordination of project cost management.
