贯彻《企业国有产权转让管理暂行办法》,2004年的重点是项目信息公开披构在合理地设定产权受让条件、规范产权转让信息公示、最大限度地发现买家等诸多方面做了大量的工作。一些有识之士尝试以技术手段来推动产权竞价交易。天津产权交易中心与北京金点拍公司共同开发了网上竞价系统。并在北方共同市场成员单位内推广:上海联合产权交易所在电子竞价中进行了有益探索:青岛产权交易所的电子竞价系统已正式启用。深训产权交易中心、广州产权交易所、福建省产权交易中心等机构都取得产权竞价成交的好经验、好成绩。 但是,就全国来说,企业国有产权交易的竞价率远不尽如人意,竞价率超过10%的尚不多,与国家提出竞价率达到30%的要求相距甚远,我们要做的工作还很多,要走的路也还很长。
