1985年6月在瑞士洛桑召开第15次大会期间,环境保护者进行了示威,抗议砍伐森林,并声称一千座小坝要比一座大坝来得好。前国际大坝委员会主席卡米尔·达吉奈斯回答了抗议者提出的质疑,叫他们不要反对,而要充分考虑对大坝还是小坝的选择。他认为:“小坝是否比大坝好的问题是一个很难讨论的课题,除非所有的课题,如经济、现场地质及其他技术问题都进行过研究。”
During the 15th General Assembly held in Lausanne, Switzerland, in June 1985, environmentalists protested against the deforestation and claimed that one thousand small dams would be better than one dam. Camille Dajins, the former president of the International Commission on Dams, answered questions raised by the protesters asking them not to object, but to give full consideration to the choice of dam or dam. He said: “The question of whether dams are better than dams is a difficult issue to discuss unless all issues, such as economics, on-site geology, and other technical issues, are studied.”
