推进农村土地流转,是适应“三农”问题发展的形势要求,是调整农村产业结构,推进农业产业化经营的前提和基础。近年,各地根据自己的实际情况,对土地流转进行了有益的探索,积累了一定的经验。尤其对老、少、边、穷地区而言,区域经济发展水平不高,农户的收入增长难,流地农民的权益受损,引发一系列的问题,影响了社会的稳定和发展。麻阳作为武陵山片区的一个山区贫困县,它的探索有很好的借鉴意义。本文试着从法律的角度,针对土地流转中存在的问题,寻找一条解决途径。 Promoting the transfer of rural land is a situation that meets the requirements of the “three rural issues.” It is a precondition and basis for adjusting the rural industrial structure and promoting the industrialization of agriculture. In recent years, all localities have conducted useful explorations of land transfer based on their own actual conditions and accumulated some experience. Especially for the old, few, marginal and poor regions, the level of regional economic development is not high, the income growth of peasants is difficult and the rights and interests of peasants in land infiltration are impaired, causing a series of problems that have affected the social stability and development. As a mountainous poverty-stricken counties in Wuling Mountain, Mayang has a good reference for its exploration. This article tries to find a solution to the problems in land transfer from the legal point of view.
