“党内法规”这一概念为我国所独创,其性质是社会法和软法。但中国共产党作为执政党已由宪法明确确立,中国共产党党内事务与国家事务具有内在一致性。从而,中国共产党党内法规必然有其特殊性。本文试对此加以探讨,并分析了中国共产党党内法规的作用。以期推动党内法规建设,促进全面推进依法治国进程。 The concept of “party rules and regulations ” is unique to our country. Its nature is social law and soft law. However, as the ruling party, the Chinese Communist Party has been clearly established by the Constitution and the CPC has inherent internal consistency with its state affairs. Thus, the rules and regulations of the Communist Party of China must have their own particularity. This article tries to discuss this, and analyzes the role of the Chinese Communist Party’s internal laws and regulations. With a view to promoting the building of laws and regulations within the party and promoting the process of governing the country according to law in an all-round way.
