加入世贸组织标志着我国对外开放将达到一个前所未有的广度和深度。WTO规则绝大部分是规范政府行为的,因而中国入世首先是或主要是中国政府入世,中国公务员入世。根据以市场经济为基础的WTO规则,我国政府的行政理念、行政体制、行政程序、行政文化、行政方式等等,必将陆续发生一系列变革。 一、全面转变行政理念 一切正确行动都有赖于正确思 The accession to the WTO marks a new breadth and depth for China’s opening up to the outside world. Most of the WTO rules regulate the government’s behavior. Therefore, China’s accession to the WTO is primarily or mainly the Chinese government’s accession to the WTO and the entry of Chinese civil servants into the WTO. According to the WTO rules based on the market economy, our government’s administrative philosophy, administrative system, administrative procedures, administrative culture, administrative methods and so on will inevitably occur a series of changes.
