卫Ⅶ项目是上海1996—2002年首次实施的由国际组织资助,通过健康促进达到控制慢性病,在国内公共卫生领域具有开创性、示范性和先进性的卫生项目。项目从根本上颠覆了我国传统的慢性病防控手段与方法,引进国际先进的理论和方法,并有效探索了适合中国国情的通过健康促进达到预防与控制慢性非传染性疾病、性传播疾病/艾滋病和意外伤害的模式与方法,获得并提供有效的经验,以在更大的范围推广和扩散项目成果。项目内容由“机构发展和政策改革”“人力资源开发”“监测”和“干预活动”四大板块构成,四大板块彼此衔接、相互促进。在策略设计上采取“健康促进为核心的属地化”“针对特定危险因素的干预策略和针对不同目标人群的干预”和“强调建立综合干预的执行框架”原则。不仅取得了显著的直接效果,同时,成功引入了一种国际健康促进防控慢性病的先进理念和技术并本土化,创新地形成了一个慢性病综合控制的成功模式和执行框架及技术路线,并有效地培养了一支慢性病综合防控精英队伍并成为慢病防控战线之骨干。从可持续考虑,对慢性病综合防控中应着力推广的五个重要环节和可持续发展的三个要素,以及健康教育与健康促进如何融入疾病控制的具体实践提出若干建议。
The Ⅶ project is the first health project financed by international organizations in Shanghai that was first implemented in 1996-2002 and has achieved groundbreaking, exemplary and advanced health control in the prevention of chronic diseases in the domestic public health field. The project has fundamentally subverted the traditional means and methods of chronic disease prevention and control in our country, introduced internationally advanced theories and methods, and effectively explored ways to prevent and control chronic non-communicable diseases, sexually transmitted diseases / AIDS through health promotion effectively for China’s national conditions And patterns and methods of accidental injuries to obtain and provide effective experiences to promote and diffuse the project results to a greater extent. The project consists of four major sections: “Institutional Development and Policy Reform”, “Human Resource Development”, “Monitoring” and “Intervention Activities”. The four major sections are connected with each other and promoted each other. In the strategy design, “health promotion as the core of localization” “intervention strategy for specific risk factors and interventions for different target groups” and “emphasize the implementation of the framework of comprehensive intervention” principle. Not only achieved remarkable direct results, but also successfully introduced an advanced concept and technology of international health promotion for prevention and control of chronic diseases, localized and innovated a successful model and implementation framework and technical route for comprehensive control of chronic diseases, and was effective To train a comprehensive prevention and control of chronic diseases elite team and become the backbone of chronic disease prevention and control front. From the perspective of sustainability, we put forward some suggestions on how to integrate the five important links in the integrated prevention and control of chronic diseases and the three elements of sustainable development, and how health education and health promotion can be integrated into disease control.
