1995年4月7日,国家工商行政管理局,农业部发布实施《兽药广告审查办法》令。 《办法》规定,凡利用各种媒介或者形式发布用于预防、治疗、诊断畜禽等动物疾病,有目的地调节其生理机能并规定作用、用途、用法、用量的物质(含饲料药物添加剂)的广告,包括企业产品介绍材料等,均应按照《办法》进行审查。 国务院农牧行政管理机关和省、自治区、直辖市农牧行政管理机关,负责对兽药广告进行审查。利用重点媒介发布《办法》规定的兽药广告,以及保护期内新兽药、境外生产的兽药的广告,需经国务院农牧行政管理机关审查,并取得广告审查批准文号后,方可发布。
April 7, 1995, the State Administration for Industry and Commerce, Ministry of Agriculture announced the implementation of “veterinary drug advertising review” order. The Measures stipulate that substances (including fodder drug additives) that purposefully regulate their physiological functions and prescribe the purpose, use, usage, and dosage of drugs for the prevention, treatment and diagnosis of animal diseases such as livestock and poultry are issued in various media or forms, Advertising, including corporate product presentation materials, should be in accordance with “measures” for review. The administrative department of agriculture and animal husbandry of the State Council and the administrative departments of agriculture and animal husbandry in provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for reviewing veterinary drug advertisements. Advertisements of veterinary drugs under the Measures through key media and advertisements of new veterinary drugs during the period of protection and veterinary drugs produced outside China shall be released only after they have been examined by the administrative department of agriculture and animal husbandry under the State Council and obtained the advertisement approval number.
