一、标准规范在铁路工程建设中的作用我国自1876年开始修筑铁路,至解放前共建成铁路2万公里。这些铁路多半是帝国主义列强按照各自的势力范围修建的,设计标准很不一致,甚至轨距也不统一。到了三十年代至四十年代国民党统治时期,虽然参照各国标准,制订了一个我国的铁路建筑标准,由于当时整个国家处于半封建半殖民地状态,政治腐败,工业和技术落后,因而所制订的标准不但内容极不完备,而且技术水平也是很低的。
