有钱没文化,这是富裕地区的悲哀。这种物质与精神的脱钩与断裂,即“义”与“利”的对立,势必造成精神文明的滑坡,进而影响乃至破坏物质文明的建设。经济学家常算“成本——收益”帐,但富裕起来的府谷等地必须清楚:“文化建设”就是“成本”的无形资产投入,在经济建设中,只搞有形资产投入,而忽视或放弃无形资产投入,即使搞上去的经济,也会垮掉。因此,加强长期文化和短期文化建设,应列为富裕地区工作的重中之重。
