一、目前机关事业单位养老保险制度普遍存在的问题1.养老金支付压力越来越大。主要有以下原因:(1)离退休人员养老金水平较高。由于现行机关事业单位工作人员退休金的计发是以退休前的工资基数及参加工作的年限为计发比例来核定的,而机关事业单位的工作人员到达退休年限时多数都已升至较高的职务或拥有较高的职称,故离退休人员的养老金水平较高,各地都存在着退休人员养老金的平均水平比在职人员的缴费基数高的现象。(2)缴费水平偏低。主要有以下因素造成:①目前机关社保是以工资基金手册的工资数为缴费基数,与国家统计局公布的工资总额标准不一致,都低于参保人员实际工资总额。②目前各地缴费比例的确定是根据各自省、市(或省内各地区)的不同情况来确定的,差距很大。比如江苏省有24个市县区的个人缴费比例仅为1%,而哈尔滨市的个人缴费比例却达到8%。个人的缴费比例虽然差距很大,但是养老金的计发办法却是一样的。机关社保的个人缴费与养老金的计发办法没有挂钩,直接影响到参保人员缴费积极性。③近几年,国家多次政策性地提高在职和离退休人员的工资,虽然
