去年,北京地铁总公司党委在全体党员中开展了无政治事故、无安全事故、无质量事故、无服务纠纷的“四无”活动。许多基层党支部在对党员进行深入宣传发动的基础上,纷纷结合自己的实际,细化了活动的具体内容,制订了周密的措施。但有个别党支部为了表示自己从严治党的决心,对党员立下了特殊的规定:如果党员在工作岗位上出了问题,没有达到“四无”的要求,在奖金上实行双倍的处罚。我感到这种做法不妥,实际是混淆了党内教育与正常的生产组织活动的区别。

On the basis of carrying out in-depth publicity and launching of party members, many grass-roots party branches have, in light of their actual conditions, refined the specific contents of the activities and formulated detailed measures. However, in order to express their determination to strictly govern the party, some individual party branches have set special rules for party members. If a party member has a problem in his job, he has not reached the requirement of “four noes” and has implemented double Times the punishment. I feel that this is an improper practice, which actually confuses the differences between inner-party education and normal production and organizational activities.
