随着国家自主创新战略目标的提出,从国家到地方,各类引进人才计划纷纷出台,引智现象已经成为新世纪最为壮观的复兴叙事。但是,关于人才引进的一些深层次问题并没有得到认真的关注,导致引进过程中鱼龙混杂效果并不理想。如何科学地甄别人才的真实水平以及所处的发展阶段就成为当下急需解决的问题。为此,提出对人才进行学术资本增量的测评以及边际产出率的分析,希望通过这种办法以最高的性价比引进真正的人才,并有效遏制中国人才市场沦落为“柠檬市场”。
With the national strategic goal of independent innovation put forward, from the state to the local government, various types of imported talent plans have been introduced, and the introduction of intelligence has become the most spectacular revival in the new century. However, some deep-seated problems concerning the introduction of talents have not been given serious attention, which has led to the unsatisfactory results in the introduction of the project. How to scientifically identify the true level of talent and the stage of development has become the immediate problem to be solved. Therefore, it is proposed that the evaluation of talents' incremental academic capital and the analysis of the marginal rate of output should be conducted in the hope of introducing the real talent with the highest price / performance ratio and effectively curbing the reduction of the talent market in China to the “lemon market”.
