铁路运输企业实行经济承包责任制的实践，仍然是各局共吃铁道部运用货车的大锅饭，铁道部对下只包运输任务，不保运用货车，保包脱节，严重影响了一些局承包任务的完成。因此，完善铁路大包干，必须首先合理分配和管理运用货车，使之有包有保，包保结合，确保承包任务的完成。
