城镇住房制度改革的目标是:建立与社会主义市场经济体制相适应的住房制度,实现住房商品化、社会化;加快住房建设,改善居住条件,满足城镇居民不断增长的住房需求。要实现这一目标,加快住房建设是根本性的手段。从现在的体制改革要求和金融形势来看,要加快住房建设,又必须加快现有公房的出售,回笼资金。为新的开发建设准备好充足的投资。因此.公房出售成为制约该目标实现的关键环节。
