国家间增进军事互信、深化军事关系以及开展防务合作需要利用军事外交。长期以来,印美关系的发展对我国的周边安全环境有深远的战略影响。2001年的9·11事件是1998年印度核试验之后美印关系转暖的契机,美国总统小布什高调宣布进行全球反恐战争,印度适时地加入到美国的全球反恐阵营中,两国的战略利益协调一致,战略合作进程明显加快。在9·11事件之后的14年中,印美双方通过进行深入的军事外交来发展和巩固印美战略关系,本文拟考察9·11事件以来印美战略关系中的军事外交的成效。
Increasing military mutual trust among nations, deepening military relations and conducting defense cooperation require the use of military diplomacy. For a long time, the development of India-U.S. Relations has far-reaching strategic implications for the security environment in our country. The September 11 incident in 2001 was an opportunity for the warming of the relations between the United States and India after the 1998 nuclear test in India. Bush’s high-profile U.S. President Bush announced a global war on terror and India timely joined the U.S. global anti-terrorist camp. The strategic interests of both countries Coordination and a marked acceleration of the process of strategic cooperation. In the 14 years after the September 11 incident, India and the United States have developed and consolidated their strategic relations with India through the deepening military diplomacy. This article attempts to examine the effectiveness of military diplomacy in the strategic relationship between India and the United States since the September 11 incident.
