出席全国25个城市防洪经验交流会的安徽省蚌埠、淮南两市,以国家防总“城市防洪工作非抓好不可”和“大中城市不出问题”的要求为目标,致力抓好城市防洪工作。蚌埠、淮南是淮河流域两个城市防洪重点,目前城市圈堤只能抗御40～50年一遇洪水(相当于1954年型),距哈尔滨市(抗御100年一遇洪水)防洪标准相差甚远,加上工程本身和违章建筑物的影响,亟待做好维修加固和清障管理工作。要根据人民城市人民建的原则,做到人民堤防人民管,做好城市防洪规
