１９４８年４月，国民党成都警备司令部副司令黄调元的专车在成都穿大街过小巷，向着飞机场急驰。车上坐的不是黄调元，而是中共地下党员龚饮冰夫妇和爱国青年、民建会员陈祖湘。龚饮冰是奉命赴香港、上海，继而北上筹建中国银行，陈祖湘则是护送龚饮冰夫妇乘飞机离开成都的。
