1986年,劳动制度四项改革,广东省开始在国有企业建立职工失业保险制度。1993年,国务院发布《国有企业职工待业保险规定》,广东省许多地区结合实际将失业保险范围扩大到城镇集体企业和外商投资企业。1996年,省政府颁布《广东省职工失业保险暂行规定》,保障范围扩大到所有企业、个体经济组织、企业化管理的事业单位及其职工,以及与国家机关、非企业化管理的事业单位、社会团体建立劳动合同关系的职工。
In 1986, with four reforms in the labor system, Guangdong Province started to establish a system of unemployment insurance for employees in state-owned enterprises.
