珍珠港事件及珊瑚海、中途岛等海战显示出飞机对水面舰艇的致命威胁,各国海军便致力于完善水面舰队的防空早期预警指挥体系。舰载雷达由于仍受地球曲率的影响,直线行进的雷达波无法侦测到海平面以下的目标;虽然提高雷达的高度可增加侦测海面目标的距离,但舰载雷达不像地面雷达可依靠数百甚至数千公尺高的高山以延伸视界;提高雷达天线配置的高度虽能提升雷达的视距,但受舰体结构的限制,舰载雷达配置的高度不可能无限制提高。为此便出现了发展空中预警机的构想。
