A pilot microwave orientation device (electronic theodolite) has been designed, manufactured and tested. The device and accompanying RF sources include a portable battery-powered position measurement system. This system is used for observation, mapping, geodesy and basic research on the tropospheric transmission and disturbance. Angle measurement and detection equipment includes a K_a band optical interferometer with optical theodolite to provide two kinds of orientation. Azimuth can be read directly to 0.1 radians a second. Initial tests on the interferometer show that the directional repeatability is about two radians to one second (3σ) when the disturbance of the troposphere is minimal, and its average absolute error is less than 10 arc seconds (3σ) when compared with the primary optical standard. This article describes the design, manufacture, and testing of such high-precision instruments.
