前言近十几年来,世界各国都在积极应对由于能源的大量使用而导致的气候变化。美国、欧盟、日本等主要贸易国家和地区,针对能源的使用都建立了比较完善的法律法规体系。特别近几年来,欧盟通过各种指令及其实施措施进行节约能源的引导,取得良好效果。日本也通过在技术法规、标准、合格评定程序以及产品质量认证制度等方面,鼓励推广各种节能措施。但是,各种节能的技术法规及措施会因为各国技术水平发展的不平衡,形成国际贸易中的技术
Preface In the past decade or so, all countries in the world are actively coping with climate change caused by the massive use of energy. The major trade countries and regions such as the United States, the European Union and Japan have set relatively perfect laws and regulations for the use of energy. In particular, in recent years, the EU has made good use of energy-saving guidance through various directives and implementation measures. Japan also encourages the promotion of various energy-saving measures through technical regulations, standards, conformity assessment procedures and product quality certification systems. However, all kinds of energy-saving technical regulations and measures will result in an imbalance in the technological development in various countries and the formation of technologies in international trade
