国有企业是社会主义国民经济的支柱,作为国民经济重要支柱的国有大中型企业,进入市场经济体制后,经济效益严重下滑,亏损现象广为扩散,企业经营日渐滑坡,国企改革成为举国上下关注的热点和难点。由于历史的原因,国有企业改革近年来步履艰难,究其原因,有客观上的因素,但是主观上国有企业经营者观念上的滞后也是一个重要原因,纵观国企改革的现状,在国有企业的改革的各个环节,必须及早引入创新机制,否则,在市场竞争日趋激烈的环境里,国有企业将处于越来越不利的地位。国有企业改革中的创新存在于企业经营管理的各个环节。创新是市场经济发展的需要,是企业自身发展的需要,也是企业凝聚人心、智慧和力量的需要。创新是企业立于不败之地的关键,对企业而言,创新就是发展,就是不断打破常规、变不利为有利,变被动为主动,化消极为积极,创造性地开展工作。
