21世纪的竞争是科学技术和知识的竞争,归根到底是人才的竞争。然而我国的西部民族地区尚未打好新世纪竞争的人才基础,在人才的培育、开发和利用等方面都还存在着许多问题。千方百计提高劳动者素质,为适应社会经济发展需要的优秀人才脱颖而出营造良好环境,建立和完善有利于人才充分发挥作用的机制,是实现西部大开发战略目标,为中华民族伟大复兴做出积极贡献的关键。因此,西部,尤其是民族聚居的自治地区在新的世纪里,必须把人才的培育与人力资源的开发提到战略的核心地位高度予以切实重视。 The competition in the 21st century is the competition between science and technology and knowledge.
