中国古代的帝王升朝,文武百官分列两旁。群臣中有人呈上奏折,皇帝就奏表征询文武百官的意见,然后作出决策。这种会议叫“御前会议”,又称“群臣会议”或“百官会议”。参加会议的不仅有文职官员,而且还有高级武职官员。每当大敌入侵、王朝安全受到严重威胁的时候,皇帝便召集文武百官商讨对策。会上,有人主和,有人主战,展开激烈的辩论。此时,身经百战、功勋卓著的武将往往挺身而出,力排众议,请战出征。
