公路的准公共物品属性决定了收费公路权益可以转让。收费公路权益转让的引入主要是为了解决政府投资公路建设资金不足、公路建设资金渠道狭窄等问题。但是,我国的收费公路权益转让正面临着国有收费公路经营主体政府软约束条件下效率不高、收费公路权益流通渠道不畅等问题。本文提出了逐步建立和完善收费公路权益二级转让市场的设想,以促进我国公路产业的发展。
The property of the quasi-public goods of the highway determines that the rights and interests of the toll road can be transferred. The introduction of toll road rights transfer is mainly to solve the government investment in highway construction funds shortage, highway construction funding channels and other issues. However, the transfer of rights and interests of toll road in our country is confronted with the problems of inefficiency and poor circulation of rights and interests of toll road under the soft constraints of state-owned toll road operators. This article proposes the idea of gradually establishing and perfecting the secondary transfer market of toll road rights in order to promote the development of the highway industry in our country.
