以STS理论视角,揭示科技奥运由现象、口号到理念,再由理念到国家战略和模式的历史过程,论证了科技奥运模式的基本结构:从理念层来说,科技助奥运、奥运促发展是科技奥运模式的理念内核;从战略层来说,科技奥运具有鲜明的国家战略特征——清晰的国家行动目标、专门的国家行动规划、专设的国家行动机构和专项展开的国家科研攻关计划;从机构层来说,奥科委成为科技奥运模式的执行机构;从实现路径来说,科技创新与研发、产业化路径和公共科技应用3条路径成为科技奥运实现的基本保证。在此基础上,阐述了科技奥运模式的基本内涵:1)科技奥运是一项复杂的社会科技创新系统工程;2)科技奥运是以先进技术支撑奥运;3)科技奥运是奥运与国家科技产业发展战略的有机结合;4)科技奥运是弘扬奥运精神与提升国民科学素质的平台。
From the perspective of STS theory, this paper reveals the historical process of S & T Olympic Games from phenomena and slogans to ideas and from ideas to national strategies and models. The basic structure of S & T Olympic Games is demonstrated. From the conceptual level, science and technology are the most important ways to help the Olympic Games and the Olympic Games to promote development. From the strategic level, the science and technology Olympics have distinct national strategic features - clear national action targets, special national action plans, specialized national action agencies and special national scientific research programs; From the organizational level, the Olympic Committee has become the executive body of the science and technology Olympics model. From the path of realization, the three paths of scientific and technological innovation and R & D, industrialization and public science and technology have become the basic guarantee for the realization of the science and technology Olympics. On this basis, the basic connotation of the mode of science and technology Olympics is expounded: 1) science and technology is a complex social science and technology innovation system project; 2) science and technology is based on advanced technology to support the Olympic Games; 3) science and technology is the Olympic Games with the national science and technology industry Organic combination of development strategies; 4) science and technology Olympics is to promote the Olympic spirit and enhance the national scientific quality platform.
